Your question only makes sense to me if you are asking how to call up the current image in a script for GIMP. Are you writing a scheme file, or using Python, or compiling an existing plug-in... or what?
I believe "someone" posted the link for this information in another post (not entirely certain of that, though). I'll check around and repost what I find.
Yes also Xnview, but you should have in the "other program" a image opened bigger, or big what you want to paste from Gimp
(at least in XNview not sure for other programS)
